However, Hualien does not have a qualified inspection agency, and it is time-consuming and inconvenient to send agricultural products to other counties and cities for inspection. Recently, the Legislative Yuan passed the preliminary review of the "Draft of Organic Agriculture Promotion Law", which aims to promote the development of organic agriculture with the goal of promoting the organicization of agriculture nationwide through an organic agriculture promotion plan. The Eastern Taiwan Pesticide Residues and Toxicology Testing Center was formally established in February 107 after completing the equipment bidding and procurement through the efforts of public opinion representatives to obtain funding from the central government and receiving funding support from the Agriculture Committee of the Executive Yuan and Donghua University. "Professor Yen-Peng Ho" of the university has organized and set up to provide Hualien County residents with high-quality pesticide testing technical services, further allowing the public to have a precise understanding of food safety.
Maintaining the safety of agricultural products is a social responsibility. Promoting non-toxic and organic agriculture can reduce the pollution of chemical pesticides to the global environment, and can also reduce cases of accidental ingestion of pesticides and pesticide poisoning. Organic agriculture is based on the principles of ecological balance and nutrient recycling and does not use chemical fertilizers or pesticides. However, how consumers can confirm whether agricultural products are organic or non-toxic (safe to use pesticides) requires rigorous inspection by a professional pesticide residue and poison inspection center. Only through gatekeeping can consumers feel safe buying and eating, and safeguarding national health. The center is invested with professional talents and resources by Donghua University, and with strong support from the Hualien County Government and the Committee of Agriculture, it plays an important role as a safety gatekeeper in food safety.
本中心預計於107年7月1日提出測試實驗室ISO/IEC 17025:2017認證，期望於108年2月前順利通過認證，並成為花蓮縣唯一通過認證之農藥殘留檢驗實驗室。中心將針對新鮮蔬果、乾豆、穀與茶類等提供農藥檢測的服務，以最先進的分析設備氣相層析串聯質譜儀(GC/MS/MS)及液相層析串聯質譜儀(LC/MS/MS)提供衛生福利部食品藥物管理署所公告的農藥檢驗品項之檢測服務；同時也利用氣相層析火焰光度偵測儀(GC-FPD)提供食品中殺菌劑二硫代胺基甲酸鹽類之檢驗。本中心會以專業的態度，持續追求檢驗品質的提昇，以符合國際化標準。
